Montenegro’s Most Spectacular Destination
The first glimpse of the Bay of Kotor is one you’ll remember long after you’ve returned home.
As the road winds around the shoreline, towering limestone mountains rise almost vertically from calm, glass-like water. Medieval stone towns cling to the edge of the bay, church bells echo across the water, and sailing boats drift between centuries-old villages. It’s a landscape so dramatic that many first-time visitors mistake it for a Norwegian fjord.
In reality, the Bay of Kotor isn’t a fjord at all—it’s a submerged river canyon, and one of the most beautiful natural harbours in Europe.
Recognised as a UNESCO World Heritage Site, the bay is the heart of Montenegro and, for many visitors, the highlight of any trip.
Whether you’re planning a road trip, arriving on a cruise or spending a long weekend exploring the Adriatic coast, here’s everything you need to know before you visit.

Although often referred to as one destination, exploring the entire bay is one of the highlights of visiting Montenegro.
Why Visit the Bay of Kotor?
Quite simply, nowhere else in Europe combines scenery, history and atmosphere quite like it.
One morning you could be climbing medieval fortress walls overlooking the bay, before spending the afternoon cruising across crystal-clear water to a tiny island church. Finish the day with fresh seafood overlooking the marina, and it’s easy to understand why so many visitors fall in love with this part of Montenegro.
The Bay of Kotor offers:

Explore Kotor Old Town
If there’s one place you shouldn’t miss, it’s Kotor’s beautifully preserved Old Town.
Hidden behind impressive medieval walls, this maze of narrow stone streets feels wonderfully timeless. Tiny cafés spill into sun-drenched squares, churches stand quietly between centuries-old buildings and every corner seems to reveal another hidden courtyard.
Rather than following a strict route, allow yourself time to wander. Some of the best discoveries are completely unexpected.

Climb to San Giovanni Fortress
Ask anyone who has visited Kotor what they remember most and there’s a good chance they’ll mention the climb to San Giovanni Fortress.
The route follows more than 1,300 stone steps high above the town, rewarding visitors with panoramic views across the bay that are worth every step.
Start early in the morning to avoid both the heat and the crowds.
Journeys by Design Tip
Take plenty of water and wear comfortable footwear. The climb is steep, but the view from the top is one of Montenegro’s defining experiences.
Visit Perast
Just twenty minutes north of Kotor lies what many consider the most elegant town on the bay.
Perast is smaller, quieter and wonderfully relaxed.
Its waterfront is lined with beautiful stone palaces, boutique hotels and cafés where life seems to move at a slower pace.
It’s the perfect place for a leisurely lunch before exploring the bay by boat.

Our Lady of the Rocks
Sitting on a tiny man-made island opposite Perast is one of Montenegro’s most famous landmarks.
According to local legend, sailors created the island by dropping rocks into the sea after discovering an icon of the Virgin Mary.
Today, visitors can take a short boat ride to explore the beautiful church and museum while enjoying magnificent views back towards the mountains.
Even if you’re not interested in the history, the setting alone makes the trip worthwhile.

Take to the Water
One of the best ways to appreciate the scale of the bay is from the water itself.
Whether you choose a private boat, group excursion or kayak, you’ll experience a completely different perspective of the surrounding mountains and historic towns.
Many tours also include swimming stops and visits to the famous Blue Cave.
The Best Viewpoints
The Bay of Kotor is one of Europe’s most photogenic destinations.
Our favourite viewpoints include:
Kotor Serpentine Road
The famous series of hairpin bends above Kotor offers perhaps the most iconic panorama in Montenegro.
San Giovanni Fortress
The classic view over Kotor Old Town.
Perast Waterfront
Beautiful throughout the day but particularly magical at sunset.
Vrmac Ridge
Less visited than many viewpoints and ideal for walkers.

Where to Stay
Kotor
Perfect for first-time visitors wanting history, restaurants and easy access to attractions.
Perast
Ideal for couples seeking a quieter and more romantic atmosphere.
Tivat
Excellent for luxury hotels, Porto Montenegro and convenient airport access.
Dobrota
A peaceful alternative just outside Kotor with beautiful waterfront accommodation.
How Long Should You Stay?
Many cruise passengers only spend a few hours in Kotor.
In our opinion, that’s nowhere near enough.
We’d recommend spending at least two or three nights exploring the bay.
You’ll enjoy quieter mornings, relaxed evenings and have time to visit Perast, take a boat trip and discover viewpoints beyond the main tourist route.
Best Time to Visit
Late spring and early autumn are ideal.
May, June and September offer warm weather, quieter streets and excellent conditions for sightseeing.
July and August bring lively cafés and long sunny days, but also larger crowds and busier roads.
Journeys by Design Tip
If possible, stay overnight in Kotor rather than visiting on a cruise excursion.
Early mornings and evenings reveal a completely different atmosphere once the day visitors have departed.
It’s during these quieter moments that the Bay of Kotor feels at its most magical.
